There's a flasher on the loose and Officer Sins has rounded up some suspects. A witness recognizes Nicole's tits and identifies her as the perp. Officer Sins questions Nicole and it quickly becomes clear he can't release her in her current condition. Officer Sins does his civic duty and helps Nicole release some pent up energy.
